The stability of any nation depends on the harmonious integration of all its citizens. Constitutional democracy, through the rule of law, aspires to inclusive government. But populism emphasizes the sovereignty of the people, places it above the rule of law and equates the people with the majority, excluding the minority. This exposes the nation to majority tyranny, abuse of power and exclusion of some segments of the populace in governance, thereby, raising issues of legitimacy, the polarization of the population and (...) hostilities inimical to nationhood. This paper uses historical hermeneutic analysis to examine the impact of populism on the nation-building of emerging democratic nations like Nigeria. It argues that populism is a threat to the stability of emerging plural democracies and that the rule of law based on a negotiated constitutional democracy is a better option than populism. (shrink)

Africa is the poorest continent in the world despite her huge human and material resources. She is at the periphery of global development. Some people attribute the African predicament to her experience of slavery and colonialism which distorted her identity and disoriented her values. But she is not the only continent that was colonised. Other colonised continents are already finding their bearing in global development. What is that unique factor about African identity that hinders her from having her own stake (...) in global development? This paper argues that Africa’s stable and rich natural environment which does not coerce her to struggle for survival makes Africa docile and complacent. This psychological disposition makes her to take her survival for granted and to liveonthe providence of her environment without conscientious effort to conquer and drive it to enhance her state of life. The search for African identity should not focus on just exhuming her past culture and lamenting her experiences, but on discovering the latent prowess of Africa that will help her to positively and effectively confront her existential challenges. Colonialism and neo-colonialism are parts of Africa’s existential challenges which she has to tackle to define her identity. For sustainable development, Africa has to wake upfromher slumber of eulogising her cultural heritage and blaming othersforher predicament, and brace up to critically, constructively and pragmatically evaluate her past, confront her current challenges and take responsibility for the effect of her actions and inactions. Using relevant encyclicals issued over the last 100 years, the author extracts those principles that constitute the underpinnings of Catholic Social Teaching about the employment relationship and contemplates implications of their incorporation into human resource policy. Respect for worker dignity, for his or her family's economic security, and for the common good of society clearly emerge as the primary guidelines for responsible human resource management. Dovetailing these three Church mandates with the economic objectives of the firm could, in essence, alter (...) the firm's nature because profit motivations would be constrained by consideration for worker and societal welfare. Integration of Church teaching with current corporate goals should therefore impact greatly on a variety of human resource policies. (shrink)

We are material beings in a material world, but we are also beings who have experiences and feelings. How can these subjective states be just a matter of matter? To defend materialism, philosophical materialists have formulated what is sometimes called "the phenomenal-concept strategy," which holds that we possess a range of special concepts for classifying the subjective aspects of our experiences. In Consciousness Revisited, the philosopher Michael Tye, until now a proponent of the the phenomenal-concept strategy, argues that the (...) strategy is mistaken. A rejection of phenomenal concepts leaves the materialist with the task of finding some other strategy for defending materialism. Tye points to four major puzzles of consciousness that arise: How is it possible for Mary, in the famous thought experiment, to make a discovery when she leaves her black-and-white room? In what does the explanatory gap consist and how can it be bridged? How can the hard problem of consciousness be solved? How are zombies possible? Tye presents solutions to these puzzles -- solutions that relieve the pressure on the materialist created by the failure of the phenomenal-concept strategy. In doing so, he discusses and makes new proposals on a wide range of issues, including the nature of perceptual content, the conditions necessary for consciousness of a given object, the proper understanding of change blindness, the nature of phenomenal character and our awareness of it, whether we have privileged access to our own experiences, and, if we do, in what such access consists. This chapter discusses the nature of and relation between value and normativity. Words such as “good” and “bad” give expression to value, while words such as “right,” “wrong,” “ought,” and “reason” give expression to normativity. Some philosophers hold the view that value is to be understood in terms of normativity, others hold the view that normativity is to be understood in terms of value. This chapter examines both views, explaining how each is plausible and yet also problematic.

ZusammenfassungOb und inwieweit Menschenbilder in der Ethik eine Rolle spielen (sollen), ist hoch umstritten - auch deswegen, weil das Verhältnis zwischen Ethik und Menschenbild ziemlich unklar ist. Der vorliegende Beitrag versucht, dieses Verhältnis zu klären und darzulegen, dass die Rede vom Menschenbild in der Ethik an mehreren Stellen relevant und sinnvoll ist. Zu diesem Zweck wird erstens der Begriff des Menschenbildes definiert und einige verbreitete Missverständnisse ausgeräumt. Zweitens werden drei in der Ethik verbreitete Modelle der Beziehung zwischen Ethik und Menschenbild (...) vorgestellt und ihre Schwierigkeiten untersucht: das (traditionelle) Telos-Modell, das (neuzeitliche) Human-nature-Modell und das (moderne) reduzierte Vernunft- Modell. Renewed attention to integrating information ethics within graduate library and information science programs has forced LIS educators to ensure that future information professionals - and the users they interact with - participate appropriately and ethically in our contemporary information society. Along with focusing on graduate LIS curricula, information ethics must become infused in multiple and varied educational contexts, ranging from elementary and secondary education, technical degrees and undergraduate programs, public libraries, through popular media, and within the home.Teaching information ethics in (...) these diverse settings and contexts brings numerous challenges and requires new understandings and innovative approaches. In keeping with the 2011 Association for Library and Information Science Education conference theme of "Competitiveness and Innovation," a diverse panel of educators and researchers were convened to foster a discussion in how to best incorporate information ethics education across diverse contexts, and how to develop innovative educational methods to overcome the challenges these contexts inevitably present. Formalised public participation in project approval procedures is rarely addressed in technology assessment. Empirical data about public participation processes are taken into account even more rarely. This article explores the practice of public participation in infrastructure projects in the Federal Republic of Germany on the basis of empirical data from the period of 1990 to 2010. The author compares the empirical data about participation processes with the targets of the public participation and asks for the reasons for the lack of (...) participation in formalised approval procedures. Furthermore, the author contrasts participation formats used in technology assessment with formalised public participation. The present study explored psychological predictors of response to a series of three 25 second inhalations of 20% carbon dioxide-enriched air in 60 nonclinical participants. Multiple regression analyses indicated that only anxiety sensitivity physical concerns predicted self-reported fear, whereas both physical anxiety sensitivity concerns and behavioural inhibition sensitivity independently predicted affective ratings of emotional arousal. In contrast, the psychological concerns anxiety sensitivity dimension predicted ratings of emotional displeasure (valence), and both psychological anxiety sensitivity concerns and behavioural inhibition sensitivity independently predicted (...) emotional dyscontrol. No variables significantly predicted heart rate. These data are in accord with current models of emotional reactivity that highlight the role of cognitive variables in the production of anxious and fearful responding to somatic perturbation, and help further clarify the particular predictors of anxiety-related responding to biological challenge. Advances in science are the combined result of the efforts of a great many scientists, and in many cases, their willingness to share the products of their research. These products include data sets, both small and large, and unique research resources not commercially available, such as cell lines and software programs. The sharing of these resources enhances both the scope and the depth of research, while making more efficient use of time and money. However, sharing is not without costs, many (...) of which are borne by the individual who develops the research resource. Sharing, for example, reduces the uniqueness of the resources available to a scientist, potentially influencing the originator’s perceived productivity and ultimately his or her competitiveness for jobs, promotions, and grants. Nevertheless, for most researchers—particularly those using public funds—sharing is no longer optional but must be considered an obligation to science, the funding agency, and ultimately society at large. Most funding agencies, journals, and professional societies now require a researcher who has published work involving a unique resource to make that resource available to other investigators. Changes could be implemented to mitigate some of the costs. The creator of the resource could explore the possibility of collaborating with those who request it. In addition, institutions that employ and fund researchers could change their policies and practices to make sharing a more attractive and viable option. For example, when evaluating an individual’s productivity, institutions could provide credit for the impact a researcher has had on their field through the provision of their unique resources to other investigators, regardless of whether that impact is reflected in the researcher’s list of publications. In addition, increased funding for the development and maintenance of user-friendly public repositories for data and research resources would also help to reduce barriers to sharing by minimizing the time, effort, and funding needed by individual investigators to comply with requests for their unique resource. Indeed, sharing is an imperative, but it is also essential to find ways to protect for both the original owner of the resource and those wishing to share it. (shrink)

This long awaited collection comprises some of the most influential of Smith's essays. In a rich and thought-provoking paper, Lambros Malafouris argues that taking material culture seriously means to be ‘systematically concerned with figuring out the causal efficacy of materiality in the enactment and constitution of a cognitive system or operation’ (Malafouris 2004, 55). As I understand this view, there are really two intertwined claims to be established. The first is that the things beyond the skin that make up material culture (in other words, the physical objects and artefacts in which cultural networks (...) and systems of human social relations are realized) may be essential to the enactment of, and be partly constitutive of, certain cognitive systems or operations. The consequence of establishing this claim is supposed to be that we have a mandate to recast the boundaries of the mind so as to include, as proper parts of the mind, things located beyond the skin. Thus, in talking about the contribution of the world to cognition, Malafouris (2004, 58) concludes that ‘what we have traditionally construed as an active or passive but always clearly separated external stimulus for setting a cognitive mechanism into motion, may be after all a continuous part of the machinery itself; at least ex hypothesi’. This is the position that, in philosophical circles, is known increasingly as the extended mind hypothesis (Clark & Chalmers 1998; Menary forthcoming). Henceforth I shall refer to this hypothesis as EM. A stock example will help bring the idea into view. Rumelhart et al. (1986) note that most of us solve difficult multiplication problems by using ‘pen and paper’ as an external resource. This environmental prop enables us to transform a difficult cognitive problem into a set of simpler ones, and to temporarily store the results of certain intermediate calculations. For the fan of EM, the distributed combination of this external resource and certain inner psychological processes constitutes a cognitive system in its own right. (shrink)

Realism is commonly portrayed as theory that reduces international relations to pure power politics. Michael Williams provides an important reexamination of the Realist tradition and its relevance for contemporary international relations. Examining three thinkers commonly invoked as Realism's foremost proponents - Hobbes, Rousseau, and Morgenthau - the book shows that, far from advocating a crude realpolitik, Realism's most famous classical proponents actually stressed the need for a restrained exercise of power and a politics with ethics at its core. These (...) ideas are more relevant than ever at a time when the nature of responsible responses to international problems are at the centre of contemporary political debate. The aim of this paper is to summarize key psychoanalytic concepts first developed by Sigmund Freud and apply them to a critical exploration of three terms that are central to nursing's self‐image—empathy, caring, and compassion. Looking to Menzies‐Lyth's work, I suggest that the nurse's strong identification as a carer can be understood as a fantasy of being the one who is cared for; critiques by Freud and others of empathy point to the possibility of it being, in reality, a form (...) of projective identification; reading Lacan and Žižek, I propose that repeated research into caring and repeated complaint about barriers to caring can be understood as manifestations of the death drive first posited by Freud. I conclude that psychoanalytic insights suggest that caring roles can raise profoundly ambivalent issues for those who care but they can also point the way to freedom from painful and self‐destructive symptoms inherent in such work. The type of completeness Whitehead and Russell aimed for in their Principia Mathematica was what I call descriptive completeness. This is completeness with respect to the propositions that have been proved in traditional mathematics. The notion of completeness addressed by Gödel in his famous work of 1930 and 1931 was completeness with respect to the truths expressible in a given language. What are the relative significances of these different conceptions of completeness for traditional mathematics? What, if any, effects does incompleteness (...) of the type Gödel had in mind have for the evaluation of the Principia Mathematica project and other projects like it? (shrink)

Advocates of extended cognition hold that the physical machinery of mind sometimes extends beyond the skull and skin. In the first part of this paper, I explain why, and more specifically the precise sense in which, consciousness presents such theorists with an extra hurdle to be cleared. The key challenge is posed by phenomenal consciousness, the what‐it's‐like‐ness of experience. I consider two arguments for the claim that the physical machinery of phenomenal consciousness sometimes extends beyond the skull and skin. The (...) first – the argument from sensory substitution – suggests that acceptance of extended phenomenal consciousness should follow from a careful analysis of the phenomenon in which technological augmentation enables one sensory modality, for instance touch, to support the kind of environmental access and interaction ordinarily supported by a different sensory modality, for instance vision. The second argument – the argument from the relational character of experience – suggests that acceptance of extended phenomenal consciousness should follow from a particular conception of conscious experience that is mandated by sensorimotor contingency theory. On relativism, it has been argued, certain comparative moral judgments are impossible. Judgments which compare two moral codes, judgments which compare one’s own moral code with another, judgments which, on the basis of a comparison with one’s own code, condemn specific moral practices permitted or required by other codes, judgments which speak of moral progress or reform—all are nonsensical or impossible, the argument alleges. Although commonly conflated, arguments for these distinct but related theses are first distinguished, then exposed, and last (...) subjected to critical scrutiny. This paper defends the view that, in certain actual circumstances that aren’t uncommon for educated westerners, an awareness of the facts of religious disagreement doesn’t make theistic belief irrational. The first section makes some general remarks about when discovering disagreement (on any topic) makes it rational to give up your beliefs: it discusses the two main possible outcomes of disagreement (i.e., defeat of one’s disputed belief and demotion of one’s disputant), the main kinds of evidence that are relevant to demoting (...) one’s disputant, and the kinds of epistemic assessment involved in demoting a disputant. The second section argues that in cases of disagreement about theism, the theist’s evidence for theism and for the reliability of her theistic belief is often strong enough to support steadfastness in the face of disagreement. The third section argues that the theist’s evidence for the reliability of her disputant’s atheistic beliefs is often weak enough to allow her to rationally demote her atheist interlocutor and it explains how this demotion can occur in a sensible and appropriate way. The final section focuses on theists whose disagreement-based doubts about theism persist, despite the defenses offered on behalf of theism against such doubts. It concludes that these persistent doubts could in some cases result in defeaters for theistic belief, even if the doubts are irrational, but that the gift of faith can compensate for this. (shrink)

After outlining why the notion of conscious control of action matters to us and after distinguishing different challenges to that notion, the contribution focuses on the challenge posed by the literature on unconscious goal pursuit. Based on a conceptual clarification of the notion of consciousness, I argue that the understanding of consciousness in that literature is too restricted. The hypothesis that the behaviors reported can be accounted for by nonconceptual forms of consciousness, such as emotions and motor experiences, rather than (...) by—conscious or unconscious—conceptual level intentions tends to be disregarded, even though it promises to be empirically fruitful.
